Targeting to have the code for the synthetics oracle keepers ready this week and to work on the order keeper code next week.

We will be updating the timelock gov contracts this week:
Arbitrum: 0x4339B1D36c5B7aED73859d4758a99308DF767071
Avalanche: 0x28A6AC1f61837050AB97a2721dD9f522ad51D119

The updated timelocks help to improve security by reducing admin control through the removal of setHandler functions which are no longer used, this suggestion was made by @Tomco2210.
